Seller

To a financial manager in a judicial bankruptcy procedure who is included in the register of notifications of persons entitled to carry out the activities of a financial manager, and who has also concluded an agreement for the provision of electronic services for conducting an electronic auction for the sale of the debtor’s property with the auction organizer. Access is automatically granted using the IIN included in the individual’s electronic digital signature

Authorized body

Carrying out state regulation in the field of rehabilitation and bankruptcy (excluding state enterprises, institutions, banks, insurance (reinsurance) organizations and pension funds) – access is automatically granted via the BIN included in the digital signature of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and its territorial subdivisions.

Auction participants

Legal entities and individuals, provided they have signed the User Agreement on the state property registry web portal e-Qazyna.kz using a digital signature issued by the National Certification Authority of Kazakhstan

Access to the Service is ensured by JSC “Information Accounting Center”, which is designated as the organizer of the auction for the sale of bankrupt property in accordance with the order of the Deputy Prime Minister – Minister of Finance of the Republic of Kazakhstan dated March 2, 2023, No. 231, and as the sole operator in the field of state property accounting in accordance with the Resolution of the Government of the Republic of Kazakhstan dated July 15, 2011, No. 802.
